Adobe Express: the most permissive free plan
Adobe's pricing page says the free plan is "Free to use. No credit card required." and includes "limited generative AI credits and assets", without a number. Its comparison table marks "Export as PNG with transparent background" as available on the free plan, and on commercial use it says: "In general, you may use outputs from generative AI features commercially", with an exception for beta features, which can be personal-use only. Premium adds 250 generative credits a month. If you want to sell a small batch of stickers without paying, this is the plan whose terms allow it.
Recraft: strong sticker styles, but free output is public and not yours to sell
Recraft's sticker page says you can "Download your stickers as JPG, PNG or SVG files in one click", and SVG matters if a printer wants cut lines.
